VICTORY: The EXPLORE Act

We're supporting better stewardship of our public lands and improved outdoor recreation in America, for everyone.

Cooperative Action Network

A historic investment in outdoor recreation and our public lands.

Thanks to our outdoor community for taking action with the Cooperative Action Network, Congress has passed the EXPLORE Act.

The bipartisan Expanding Public Lands Outdoor Recreation Experiences (EXPLORE) Act is the largest outdoor recreation package since 1963. It tackles today's challenges by improving park infrastructure, supporting gateway communities, offsetting pressures on popular destinations, and increasing access to the outdoors for veterans, seniors, and youth. There's a lot to love in this bill, thanks in no small part to the outdoor lovers and organizations who helped shape it, and real-world feedback from National Park Service staff and other land managers who identified needed improvements to our public lands. We are especially excited that it:

  • Creates a dedicated source of funding for parks, new trails, playgrounds, cultural gathering spaces, and more in urban and low-income communities through the Outdoors For All Act;

  • Builds a national strategy for Veterans and people with disabilities to enjoy more of our public lands through the Military and Veterans in Parks Act;

  • Provides a full year of free entry to hundreds of national parks, lands, and waters for all U.S. fourth graders and their families through permanent funding of the Every Kid Outdoors Program;

  • Ensures responsible access to rock climbing in designated wilderness areas through the Protecting America's Rock Climbing (PARC) Act;

  • Updates recreational permitting for outfitters and guides that take people out to experience America’s iconic public lands through the Simplifying Outdoor Access for Recreation (SOAR) Act; and
  • Improves long-distance biking on key federal lands across the U.S. through the Biking on Long-Distance Trails (BOLT) Act.

REI Co-op worked alongside the National Recreation and Park Association, PeopleforBikes, Outdoor Alliance, Access Fund, International Mountain Biking Association, Trust for Public Land, Outdoors Alliance for Kids and many others in shaping this comprehensive legislation. Read below for more information about what's in this comprehensive package, and check out the REI Newsroom press release on the historic passage of the EXPLORE Act here.
